After a challenging first round of PPP projects over the past 15 years, New Zealand is about to embark on its second round of PPP procurement and delivery. Reviews have been written and some changes are afoot, but have we really learned our lessons from past mistakes, or are we doomed to repeat them?
To set us up for a more successful phase of PPP projects, we need a wider understanding as to the characteristics, pros and cons of the PPP model within the local infrastructure eco-system. We need a deeper conversation about risk allocation and incentives if we are to create an efficient and sustainable future for PPPs in New Zealand.
